All Coalition members join the war unless they can't. (Truce on offensive wars, other wars) not sure about loans and regencies,

Q2: only cores and claims applies only to the one who are in a coalition against the enemy. as long as you are not in a coalition you are allowed to take what you can.

Obviously what TheMeinTeam said is not true because as you can tell from the screenshots only a few nations joined the punitive war against me.
I highly doubt that all these other countries were at war with one another and furthermore I highly doubt this because exactly the same few countries joined both punitive wars that Baden started. Denmark started a coalition war a few years later against me and more members joined that war.

It is true. Doubt is nothing that proves anything. If no factor mentioned (war, truce, maybe loans, maybe regencies) applies then it is a bug. however in your case: the first may be a mix, but the second war baden started seems to be truce related. all other coalition members did have a truce as they fought the second war. some people even had 3 coalition wars at the same time due to the truces
