2 of 3 Ethiopia's dockyards not working.

I completed the 1st navy national focus for Ethiopia. As designed, there appeared 3 dockyards in captured Italian Somaliland.




But only 1 of 3 are functioning:



(I tried uploading a save game, but there was an unapproved extension ".hoi" or something like that)
