2 Odd things in my Portugal game

1. England... This ss should pretty much explain it. Trusts utterly, rivals anyway. 2 months later breaks alliance. All over 3 provinces in Ireland.

2. I have Algiers as a vassal (who has a militaristic personalty leader). They will not accept Figuig, which is literally right next to them, their culture and their religion... No strategic interest, of course but why? From what I understand all the prerequisites are met, including the military personality. I can't core it because its landlocked between Algiers (who decided they had no problem taking Fez) and Morocco. And I am certainly not selling it back to Morocco... Guess I'll just have to vassalize Morocco and sell it back to them next war. Still, I don't understand why Algiers doesn't have it listed as a province they want.

England always wants to control the British isles. What on earth were you expecting would happen when you took most of Ireland?

Personality doesn't make them accept provinces. What it actually does is make them want to conquer more neighbour provinces. Give it some time, maybe sell them some of their current "want to conquer" provinces, like Melilla (coastal provinces are high priority). They will eventually want Figuig.

In the end, I would just vassalize Morocco like you said. It's probably the best option.
