All Cities Skylines roads are divided with a boulevard with the exception of 1 lane roads. Most roads do not have dividers and it's unrealistic to have boulevards on all 2 lane roads.
Alleyways are needed for realism and I've been using paved paths to reproduce this look since their the only thing small enough that looks like an alleyway. Again all cities have alleys and they are required for trucks to unload their goods otherwise they have to stop on the road and block traffic.
