2 colonies = no capital growth?

I'm playing the latest beta patch and with 2 new colonies my capital has taken over 10 years to grow a single pop... It says the base growth is 3.0 and emigration is -4.2 causing 0.22 pop growth per month... I dont remember having this issue before. So now when you make colonies the homeworld just stagnates until each new planet gets 10 pops and is no longer a colony?

You can increase attraction to your homeworld by increasing number of available jobs or housing. Heck, building a city district or two will do both without wrecking your economy by job switching. (Clerks are the last slots to fill anyways)

But yes OP, emigration can steal up to 95% of a planet's total growth. If you start two colonies at once near your capital it can really dent your capital's development.

Fortunately for you that growth is not lost, unless you're playing sedentary, the growth is just being diverted to your colonies.

Growth from emigration exempt from the normal -50% penalty that colonies without a Planetary Administration get.

Dunno if it really helps. In 2.2.3 Beta i had the same issue and number were like this:
Started playing as "normal" Empire of Xenophobe\Authoritarian\Spiritualists with proles after playing GS Empire and ran into a problem. My Homeworld have everything available - a lot of housing, amenities, jobs, etc. - everything i can imagine is needed for well-being, but, somehow, i got crazy -4 Emigration pull toward newly colonized planets..... ......There is +100 Emigration pull due to "new colonies". While my combined Immigration pull with free housing, free jobs and high stability is +19. Feels a bit extreme.

With the normadic trait you want to start as many colonies you can so that you get free pop growth from it. I personally like the trait a lot because it helps with pop growth when it matters the most and later on when you start shuffling your pops you also get a discount on that as well. Obviously not the same as having rapid breeder but really good for a 1 point trait.

Heck, if you're playing with the migration bonus, that growth is multiplied by a bit. (1.15 I think?)
