2.8 Suggestion: Maguindanao as a Pirate Nation

The Moro of Maguindanao are one of the most well known sea-raiding peoples.
It would fit well if they had a decision along the lines of Palembang's to become a pirate republic or the like, as their society was built heavily on piracy. Piracy against northern-Filipino islanders and later the Spanish was incredibly widespread.
