[2.8.0] Tribal enemy spam event troops twice in two years

Hello,

I have found a big problem who disgusted me of my game, I fight a tribal enemy with Ilmens in 769 bookmark but I has spam twice event troops (a cost of 1000 prestige) in the space of two years and here he is defeating me and another tribe at the same time, despite my tactics that almost destroyed his first event army, he spammed a second event army at the opportune moment while he's a tribal with only 3 provinces.

I specify that I am only in the year 773 approximately.

What about piety and religions? Defensive pagans can also use piety to get troops.

I looked at your save game.

Your opponent has 2 raised armies(not sure if from prestige or piety, probably one of each). Based on their current piety and prestige I'd say they spent the resources.

You don't have any raised tribal armies other than from your holdings. Either they were wiped out before that save or I'm missing something.

I have only those of my land for lack of sufficient prestige but the second army coming from an event appeared shortly, before this I rolled several times the first army resulting from an event outnumbered by using the penalty of river crossing
