Holy War is missing from my CB list when I'm about to attack some (but not all) Sunni realms. It's a bit jarring because I had to defend the Shia Caliph from multiple Sunni holy wars in this game. The realm in question is the duke of Fergana, who is currently attacking another sunni in a county conquest (I could holy war that guy), and defending in a county conquest against one of my Shia vassals. Is there a non-bug reason why can't I declare holy war on this guy?
