[2.8.0] (OLQA) Unable to grant holdings because of pragmatists

I'm unable to give land to my unlanded sons because all of the pragmatists on my council won't let me grant land to characters with more than 4 demense. This is frustrating because they're unlanded. I'm able to grant them to non relatives (I haven't tried with cousins).

It's all DLC, no Mods.

To reproduce, I guess reformed Norse Emperor grant land to a son.

Attached are the save and a screenie.

It say "I do not want you to grant land to your Dynasty!" right there, what is the problem?
