when hired a merc, if their commmanders lead individual regiment, they can't be apointed as flank commander.
Besides, if you engage a battle without appointing a flank commander, the merc leading the individual regiment don't take over and the flank is left comanderless. Other merc commanders(those not asigned to individual regiment because they are not good) are temporary available in commander pool, on the other hand.
