I've noticed this bug sense before the release of 2.8 when you make a marriage off to the AI, where they would gain a new courtier, but for whatever reason always think they're going to lose one even when they stand to gain.

As you can see in the attack pic, I attempted to offer marriage to one of my landed vessels, but she refuse to accept on the grounds of her OWN skills being too valuable, even though it's me not her, who will lose an NPC. I know the prestige effect can be part of the reason for the refusal, but the "skills of" penalty really shouldn't be applied here.

How it gets fix the upcoming hotfix.

I think this means that she doesn't consider your choice to be a good enough for her. The real problem is when the reason is "is our steward" or something, but the marriage would not result in the steward leaving.

No, it would say "skills of Ping Shinken" instead.

She doesn't have a job title so the messsage is different.

AI can object if your courtier's skills are too low, or if its own skills are too high (in which case it will refuse to marry even decently-statted characters). Those are different objections.

It would be a different reasoning then given here though. At least it was until this issue occured in 2.7x.

Yeah this has been a problem since the 2.7 versions at least, shame it hasn't been fixed yet. I've seen some wonky stuff happen because the AI refused to marry themselves or their heirs for extremely long periods of time because of their skills or because they were steward/chancellor/etc, even though they would not be lost from court, as demonstrated by OP. This can negatively affect AI dynasties and hinder player interactions with them (denial of marriages for nonagression pacts and alliances), so as something that has a real effect on gameplay, I do hope paradox notices this problem and starts work on patching it, if they haven't already.
