[2.8.0] "Make County Capital" Bugged

The decision to change the primary holding on a county appears to be broken. It doesn't work in any of my counties. Trying to make city the top holding in place of castle so I can give away the castle(s).

It was disabled for merchant republics (and nomads) in patch 2.8. In previous versions, merchant republics could use it outside of their capital province (where the capital settlement is seen as belonging to the republic as a whole rather than the current doge). I don't know why it was changed.

This doesn't make any sense to me as a change. Oh well, guess I'll just delete this save game I wasted the entire fucking day on yesterday. Thanks for the quick answer lol.
