Well since this is the first reported case of the issue - that I'm aware of - and only appears to be affecting you. You should upload the save in question and recheck the sticky threads about required information.
Actually I found out why. The cap was 144.0, not 1444. I didn't see the dot because texts were too small. I only noticed after changing the unit weight 1/10 and finding out that then I could hire.
