This has been around forever, as far as I know, but it has never been addressed.
Even when you disable matrilineal marriage, characters that would normally be able to use it will still act as though it's possible. Meaning that it can be impossible to arrange a marriage because the AI is holding out for a better match that will never come (which in the long-term means a desperate ruling lady ends up marrying a courtier or minor vassal because she auto-declined every marriage offer made to her).
