2.7 [WHGQ] There is an unknown voter but all council seats have a holder

So when I try to give a character a title I saw that I could not grant it because the council rejected it. Then in the votes I saw that there is a seat that has no holder, but when I go to the Council tab there is not any Council title that is not occupied by someone. Maybe it has something to do with the fact that I am in a Regency and the Regent is also my Court Chaplain, he should have two votes (Regent and Chaplain) but has only one.

I think that is WAD during a regency. The vacant seat is your rulers.

Regent should get 2 votes. His own and regent vote. Empty seat implies no regent.

I understand that, I was clarifying for pquinn232. Best bet is to link the save game so it can be looked at by QA, easier to replicate an actual case than finding why it has happened here.

I get the exact same thing in my game, and I didn't think it was a bug. Maybe it is!
