2.7 (WHGQ) Can't create titles after destroying them
Been playing the Stamford bridge game bookmark as William the Bastard and won England. Later destroyed some titles as the Godwins are being poor sports about it. Now I can't create the destroyed titles of Lancaster, Bedford and later France. Even though I met the all the requirements.
So heres how it goes
1. Be any character with multiple duke and higher titles
2. Destroy any one of the titles
3. Cry as those titles are unreachable now as not even the ai can create them making the "restrict de jure titles" rule all the more dangerous while usurping titles remains unchanged (safe).

From my guess it may have something to do with the recent optimization of the game
