I don't know for sure if this is a bug or if it works as intended (I read nothing about this in the changelog) but in one of my female-only challenges I realised that in the new DLC if the father does not aknowledge the child at birth, the mother can not legitimise him/her, regardless of gender law, even if she has 20 piety. (Exception are the demon-spawns who can be legitimised even without father for obvious reasons).
P.S.: all DLC's and no mods, the bastards are obtained via seduction focus while unmarried
