DLCs: I have all major DLCs except Sunset Invasion

Description: Any duchy or kingdom title that I destroy cannot be remade, even though all conditions for it are met. Hovering over they create title button shows that all the conditions are met, but it remains grayed out.
Reproduction: This can easily be seen by starting as the Byzantine Empire in the earliest start date. Making and then destroying any duchy or kingdom title will make them unable to be made again.
Additional Notes:
I used console commands to give the destroyed titles to my character, but when I granted them to vassals it made them independent. Some of those vassals accepted vassalization, but later on I was able to usurp those titles (not just revoke) as if those vassals were part of another realm.
