2.7 [WHGC] Council voting opposite favors

Sound like there might be an issue with characters who are "undecided". If they remain undecided, they will automatically vote no at the end of the vote. But that shouldn't happen if you use favors on them.

Do you have a save game available that I could look at?

Either put it in a zip or rar file, which should allow you to put it directly in your post, or just about any free file hosting site (Dropbox, Google drive, etc.)
