2.7.2 (60bf) AI-aided Design trait cost reduction has no label

Description:
When looking at the ship cost at a starbase the cost reduction from AI-aided Design governor trait has no label.

As a side note, there is also an inconsistency regarding colony ships. Normal colony ships are not affected by general ship cost reductions only by colony ship cost reduction from a ruler trait. On the other hand private colony ship cost is not affected by the ruler trait but by general ship cost reductions.
