[2.7.1] Spymaster can reveal fog-of-war even when in seclusion

When councilors go into seclusion, they remember their province mission for when they return. They can't trigger mission events while in seclusion. But the spymaster still reveals fog-of-war in his mission province, despite being secluded in his home castle!
