Hi, please either deactivate all mods if you are using any, since they will need to be updated OR verify the integrity of your game files (right click on stellaris -> properties -> local files -> verify integrity )

Then I can only advise to uninstall the game, manually remove any leftover files and redownload it. This happens when one of the text files gets messed up, either by a mod or by being installed/downloaded incorrectly.
