[2.7.1] Holding Scope doesn't work for Building Triggers

Modding-related; I'm not entirely sure if it is a bug or intended. Using FROMFROM works in both "potential" and "is_active_trigger" fields for buildings to scope to the holding itself, but it does not work at all for the "trigger" field.
