What happened:

1. Long ago, I gave a city in Jerusalem (an inland province) to a combat expert named Laurentios.
2. His brother, Ioulianos, became the count of Limisol and strategos of Krete.
3. Ioulianos revoked the city in Limisol from a heretic.
4. Ioulianos died, without children, before giving the city to a new character.
5. Laurentios inherited the castle and city in Limisol.

His government did NOT change to feudal as a result of inheriting a higher tier title from a feudal ruler. I found this slightly surprising.

6. I granted the duchy of krete to Lord Mayor Laurentios.

Somehow, the duchy grant changed his government from Republic to Feudal. This was even more surprising: I expected and hoped that it would change his government from Republic to Merchant Republic.

To reproduce:

1. Launch with all expansions enabled except WoL and MNM
2. Load the attached save (from shortly before Ioulianos's natural death)
3. Kill Ioulianos, strategos of krete, using the console
4. Grant the duchy of krete to his successor, Lord Mayor Laurentios

Speculation about what might be going on:

It might have to do with his capital being a castle, or his previous capital being inland, or him not being quite certain about being a republic at all since he recently inherited a higher title from a feudal ruler.

If I wait a few days he'll change the county's capital to the city, since it's his preferred settlement type as a republic. However, his capital will still be the castle ("reigning in..."). Anyway, he still refuses to found a merchant republic.
