Yo,

What is being displayed as "not installed" ? Are you talking about the DLC section, item "Crusader Kings II: Monks and Mystics" or is it simply not appearing in the list of available DLCs in the launcher ?

If you go in-game, as the HRE in 1066 and click the new Society button, at the rightof the top-left interface, then click "List all known Societies", does it show anything ?

Have you tried Verifying your Game Files Integrity ?

Okay, seems to be an issue with Steam mindgaming itself.
I can't guarantee it'll work, but you can try this :

1. In your game library, right click "Crusader Kings II"
2. Select Properties
3. New screen pops up, go to tab "BETAS"
4. Where it says "NONE", click it and in the list, select 2.6.3 - Old version 2.6.3
5. Steam should start a short download/update
6. Reboot Steam
7. Make sure CK2 isn't updating itself and do the same thing again
8. This time however, in the BETAS list, select "NONE - Opt out of all beta programs"
9. Wait until it finishes updating itself (if it does). Then, Verify Integrity of game files

See what happens then.

What's the status of your connection by the way ? Is everything running ok ? Going on YouTube, gMail, using Slack/Skype/good old msn messenger, trying to download another game ?

Do you have any file from the CK2 folders open, or are you doing anything with those folders/files in it ?
Have you tried rebooting the computer too ?
The "extreme" solution would be to uninstall CK2 altogether and try again, I suppose...
