[2.7.0] Pagan vassals subjugation war issue

Pagan vassals that use a Subjugation CB on another ruler outside the realm become independent when winning their war, even if their liege's title is of a higher tier than the newly acquired one.

In the attached save game, my vassal, the count-tier ruler of Winchester, becomes independent after subjugating the duke of Ostlandet a few weeks after game start, even though I am king of Brittany.

As far as I can remember, vassals should only become independent if they would become the same tier, or higher, than you. I'll file a report of the issue so that it can be looked at.

yeah I did this. was a count subjected a duke. and I was then independent of my king. if I subject a count it does not make me independent. but if I raise tier level I'm out the kingdom
