Not so much a bug exactly, but a usability issue

I have two advisor slots and one of them empty because the guy just died. When I try to use "change council position" to move my steward to the advisor slot, the game wants to put the other advisor in the steward position. This makes no sense. The game should check if there is an open advisor slot and just move the councilor there.

What I really want to do is make the guy an advisor and appoint an entirely new steward.
