title_councilmember_king has "monthly_prestige = 0.75", which scales to 2.25 in a kingdom or 3 in an empire
title_councilmember_emperor has "monthly_prestige = 1.00", which scales to 4 in an empire
Emperors can grant one of each (with Conclave enabled and an empowered council). Both slots are called "Advisor" and they're supposed to be identical. But one gives more prestige than the other.
There's no need for the two positions to have different amounts of monthly prestige, because minor title prestige already scales by the liege's tier.
