These barons are at peace, but they are still maintaining levies.

* Dawodiya (former count of Tabriz) has an army is hanging out in Shirvan
* Ibelin (former count of Jaffa) has an army hanging out in Jerusalem

This is costing the barons a lot, and is preventing the new counts from training/raising demesne troops.
