From the save you have attached the laws are set to be able to change again on the 31th of may 873, so I'm suspecting that something in your game is off and would recommend doing a fresh install to see if that helps getting dates that match when things happen.

You are correct that I was quick in my assessment.
So I have been able to reproduce it in fresh games and have logged this in our internal database.
