Description: As unreformed slavic king of Poland, I was fighting a strong claim war against a dynasty member who inherited the Kingdom of Lithuania title that was created due to previous ruler death under elective gavelkind.
During the claim war, my ruler died, and the King of Lithuania inherited Poland. However, at this point I noticed that the surviving king was a Feudal ruler, despite being unreformed pagan and no provinces in Poland or Lithuania had created any castles or cities.
This creates quite the disadvantage as my income from tribal holdings are reduced, i have to build castes and cities at full cost, and I get the -20 malus to all vassals (all tribal). And I'm pretty sure all heirs will be feudal, as well.
DLC's: All DLCs running.
Mods: No mods.
Ruleset: Running ironman with all default rules.
Reproduction Steps:
[Pending. I will create a normal save game to try to replicate.]
