Pragmatist councilors will vote against starting multiple minor wars, even when your own troops vastly outnumber the combined forces of the enemy; for example, if you capture two provinces with an independent barony each, pragmatist councilors won't allow you to declare war on both simultaneously.

This isn't so much of an issue in my current nomad game, since I don't have to lower my troops to declare war, but if I was fighting with levies it'd be a lot more annoying.

Perhaps pragmatist councilors should let you declare multiple wars, basing votes on total enemy strength? That way you could declare on multiple smaller enemies without them objecting, but starting multiple major wars is still blocked as desired.
