I have no units in counties I do not personally hold; I suspect the issue is that because I'm his vassal, the code sees the county is in my liege's realm and I don't have a barony in it, and thinks that means it's an "enemy county".

Probably reproducible with any nomad vassal start, but I've not tested it.

EDIT:
I moved all armies that were in nomadic (ie empty) provinces out of those provinces (mostly into external realms), and now I can declare war as normal. This confirms my suspicion that armies in personally-held nomad provinces count as being in "enemy counties" for the purposes of declaring war on your liege.
