2.6.1 Horse Lords reinforce cost exploit

I found an easy exploit in my unmodded latest version horse lords. All you do is keep the reinforce cost to none for the whole month. Then right before the month ends, go full reinforce. Then after it ticks over, go back to none. You get full reinforcement and at no cost.
