Viceroys appear to be able to change the succession law of their viceroyal kingdoms, and it's possible to get into a state that can't be reversed (short of destroying and re-creating the title) if they enact Full Council Authority and Elective succession.

Somewhat related to this thread, covering kingdom-level council laws not being overridden by empire ones, though you are unable to change kingdom-level council laws as an emperor, though that thread doesn't cover the viceroys-changing-succession issue.

IMO, either:
- Viceroys should not be able to modify the succession law of their viceroyal titles, only that of their non-viceroyal titles, or
- Titles should, on viceroyalty succession, revert to the succession law of the primary title of the new holder, provided that law is not itself viceroyalty (ie in a duchy reverting to a viceroyal kingdom)
