Description: When a tribal holding is in a one of the counties slots and you can't upgrade it because the county religion is wrong, you can use the replace option if the counties slots are full. By doing this one of two things will happen. 1: The tribal holding will not be replaced and a new slot/holding will be built and the tribal holding will still be there. 2: A new holding will take the tribal holding's spot, however this new holding will not be able to be handed out. If you right click and use the create new vassal button, the holding will be granted out to a new person who then becomes independent. Thus, forcing you to immediately declare war for county holdings. (It does not create a truce as if you had granted him independence).

DLC/Mod: All main DLC, some random portrait pack/unit packs mixed in. No Mods.

Reproduction: I'm playing as a merchant republic. It seems if I try to replace the tribe with a city, a new slot and city is spawned. However, if I try to replace with a castle, the tribe is destroyed and the castle can only be right clicked and the spawn new vassal is immediately made independent.

Edit: Just did again, found out that replacing with city can cause the independent vassal bug as well.

This happened to me as the ERE (all DLCs, no mods) when civilising Cherson. As soon as the last holding had been converted from tribal to a barony, I granted the county to a son - only for him to find his new lands had an unwanted, upstart, independent baron included. Fortunately they were keen to be vassalised. When coverting my next 'last tribal holding' in another county I saved on that day, and reloaded. The barony was then treated correctly as part of the county proper. Not a great long-term fix but it's my interim solution.
