I have most of the world in a defensive pact against me. Every time I load my game, several members of the pact will drop out, frequently returning a little later. Does the AI reevaluate whether it should be in the pact upon loading the game? It seems that either they should choose to leave or not, and reloading the game shouldn't affect that.

Do you happen to have a save game were this happens? I did some quick testing and my members stayed in the defensive pacts after unpausing. I did have someone leaving, and someone else joining. But not having the same character leave and join shortly after.

I've attached my save file. When I loaded it, two Khans left the defensive pact, then rejoined: Tunziqid and Khaliz. I have my game set up to pause whenever someone leaves the pact, otherwise it is easy to miss.

The AI checks whether to stay in a Defensive pact every so often, right? Is it possible that, for some reason, when they check right after a reload, they have different criteria for leaving? Or maybe my threat level doesn't load correctly at first, so they think my threat is lower than it is, and then change their mind? It happens pretty often with the Khans, as well as Venice, before I conquered them.

It's pretty exploitable. I can simply reload the game and declare war in the few days when they are no longer part of the pact.
