[2.6.1.1] Mousewheel barely scrolls the Minor Titles screen

In the Minor Titles screen, each tick of the scroll wheel only goes down a few pixels. I have to really hammer the scroll wheel in order to scroll down just a screenful on the Minor Titles screen. It should scroll down more, perhaps by one minor title per tick (like the Character Finder does).

(I am playing on Windows 10. My Dell mouse's wheel has discrete ticks, which I believe is true for most mice designed for Windows.)

An issue compounded by the fact the titles that change most frequently(commanders) are located at the bottom
