[2.6.1.1] Councilors vote incorrectly for "grant title" interaction

The voting pattern called "I do not dislike this character and the character is unlanded" only allows granting titles if their opinion of the recipient is BELOW -9. It's supposed to be ABOVE.

The bug is in 09_interaction_pattern.txt and within the clause labelled "pattern_interaction_dont_dislike_unlanded_custom_tooltip". There's a "NOT" that shouldn't be there.

I first suspected this while looking through the code for 2.5.X a few months ago, but I actually ran into it while playing 2.6.1.1. My councilors would only let me grant titles to infidels!

Another problem: councilors refuse grants saying "I am unlanded, I should get the title!" even when it would be impossible to give them the title (e.g. if the title is a duchy, or in most realms, if the councilor is a woman).
