If a child with the "fussy" trait turns 16, they get an education trait (e.g. charismatic negotiator) BEFORE the educator has a chance to intervene and turn fussy into diligent. When these events happen on the same day, the childhood trait maturation event should come first, so the child's diligence can help them attain a high education trait.
