2,5% and 5% dissent when releasing puppets

As Germany, I noticed that if I release Ukraine I get 5% dissent. Releasing Azerbaijan gives me 2.5%.

I find this very neat; no need to get 5% for every little nation I want to release (Ukraine > Azerbaijan)

My question is: what is the limit before I get the full 5%? Is it IC or # of provinces or...?

A bit weird, the dissent hit is based on your sliders. Very democratic- almost none of the dissent when releasing, very autocratic - very high dissent. Hadnt you changed sliders after releasing Ukraine nad before releasing Azerbaijan?

Nope. I thought that would be it, but I was Authoritarian all the way, all the time.

THere is a new role that liberating a small country would raise you less dissent.
But i am not sure how they determine country as "small"

I had just the 2.5% dissent hit for Azerbijian too. Didn't continue that game long enough to try a bigger liberation.

In a game I am currently playing I too got a 2.5% dissent hit for releasing Azerbijian. However, I got a 5% hit for releasing Persia, Scotland, and Ireland. All those countries had about the same IC (5-7 ish most off map) My sliders full Authoritarian.

Perhaps it's got something to do with a change in government types for the people you're "liberating?" E.g., pre-war Ireland was democratic, now it's authoritarian, but Azerbaijan just went from one dictatorship to another?

From what I can see it looks like the dissent hit is based on the number of VP in the country you release. If it is below 5 then you get 2.5 % if it is 5 or above then you get 5%.

Releasing Ukraine as Germany also gives 5% dissent; there has to be something else
