Hi, I'm a count in a content council and I'm "pragmatic".

I notice that other council members can form the faction to increase the power of the council, whereas I can't - even when it doesn't exist yet.

What's wrong with it?

I have already read some threads of a tooltip mistake by Paradox about joining/creating factions while the council is happy, but this looks different: I would like to know just why I cannot form them.

A save game would make it easier to see what the problem might be.

If you are on your liege's council, and he has council law War Declaration set to Council, you will be unable to create or join any factions unless the council is discontent. If the law is set to Ruler however, you should be free to create or join any factions.
