[2.5.1] Unlanded characters shouldn't care about titles they can't get.

Why isn't he allowed to hold the title in your case? It's easier to fix if we have context.
Unlanded character on the council. Trying to hand out a duchy level title.
Basically you have an unlanded character without titles, they will not like you handing out titles to anyone unless you give them something. This is one of the downsides of granting a council position to unlanded characters. Yes they are typically more loyal - he is even a loyalist - but they have desires that will still over ride this. Getting a title being his biggest concern.

You have to make him landed first - give him a county. Then you can make him a duke.
Can you hold a Duchy title with a Barony? That could be an option if you've no spare county lying around.
The problem is that he's unlanded and I can't just give him a ducal title. I would have to land him first then give him a ducal title. Shouldn't he only care about me giving away counties?
It's indeed weird that he wants you to give him a title he cannot even hold without getting another lower tier title first. That seems a bit off.
