[2.5.1] Tribal armies missing

After clicking raise tribal army button as King of Denmark, 500 prestige is subtracted from my total but no troops show up. All DLCs active, no mods.

I'm gonna need more to go on here. Can you describe the exact circumstances surrounding your situation?

Yes. I declared war on the Kingdom of West Francia, thinking that I could take Zeeland from Charlemagne as Denmark. I called up my levies and my allies in Svithjod joined me, but when I clicked on the tribal army button under intrigue, I lost 500 prestige as per normal, but no troops arrived in my capital.
