Essentially, what the title says. I started out in 1066 as the Count of Orvieto, started making a few claims, such as on Napoli, Capua, and Piombino. The Pope was formerly my vassal, which is when I bought a favor from him. Now that he's my liege, I've trying to use him to declare my claims, but he refuses on the grounds of "(X) The council must agree." Why would that matter when Ruler War Declaration is in place? Is this WAD, or just a bug?
