Hi! So this is one of those "I don't know if it's intended or not". But game text indicates it is not intended (btw, loading tooltip still says kids will get traits from their guardians, guess that should be removed).

Anyway: I managed to form the Fylkirate as Ragnarr Lodbrok in 818, and my ruler is now reformed Germanic. Gavelkind is still the only option.

The reform religion button said something like "most succession options will be open, and you will have fewer irritated tribal vassal". Not sure what the last part means but the first part is so far incorrect.

I've got Tribal Organization to medium and Revoke Title to Allowed, but no (min) Centralization law and Tradition Status of Women.

Intended or not?

If you are Tribal it's intended that you only have access to Gavelkind. If you reform your government you'll have access to many more!

Ok! I'll suggest that you should probably change the text of the reform religion button to reflect that :)
I've noticed that reforming government from Tribal is rather a massive undertaking now, and reforming the religion has almost no benefits.

If I can keep you "on the line" as it were, when Ragnarr (who was only King of Svitjod) died, two of his "lesser" sons suddenly had King titles instantly created for them (Kingdoms of Denmark and Norway). To be clear, these titles did not exist, they were spontaneously created when the ruler (who held the corresponding areas de jure) died. This is also something I've certainly never seen before. Also intended?

Yes, that's an effect of the succession form 'Elective Gavelkind', it creates potential kingdoms for secondary sons!
