The "Late Administration" law permits changing to Primogeniture. It's available at Legalism 3, which means it's available right off the bat in 1066.
I don't think this is intended, since it was specifically said that the "Late" law refers to more absolutist monarchs in the later centuries. And it means that, for example, the HRE can immediately go Late->Primogeniture and get rid of the elective system at the beginning of the game.
Before Conclave, Primogeniture was only available at High crown authority, which was also "Legalism 3" but which was significantly more dangerous by itself (-20 vassal opinion), and requiring multiple generations to pass (since you could only change one crown law per ruler).
Having left Primogeniture requiring ONLY Late, and Late requiring ONLY Legalism 3, it seems like you forgot to make Late Administration actually be "Late." It's probably meant to require Legalism 5 or 6.
