One way to be 100% a faction member will leave the faction is to appoint him to the council. To always keep all factions down, you can just rotate the council positions whenever someone starts a faction. I'm thinking this wasn't the intention and that there should be at least a delay or greater willingness to leave, rather than always leave.

PS. I was looking for a way to mod this in 00_factions.txt, but this is hard-coded? Or can I disable it myself?

The issue here is that switching and resigning councillors through the Appointment menu doesn't apply the 'Fired from Council' opinion modifier, which disallows you rehiring them for a few years. With it active it's way more risky to do the 'council shuffle', as you might trap yourself with powerful vassals who can't be on the council. This issue is recorded in the database and will be fixed in an upcoming patch.

Excellent!

Small question: Will this behaviour be moddable? Or is it hardcoded? I would love to be able to prevent them from leaving factions automatically and build something else around how that's done.
