[2.5.1] All laws listed twice

After starting a new game with the new 2.5.1 all the laws in "laws"-tab are listed twice. I'm have all the dlc (no Conclave yet), and I'm running the game with all the dlc on, except for Sunset Invasion. Happens every time I run the game and with every character. Picture to demonstrate below.

I think it might be a Steam issue not downloading some files correctly. Start with validating your files through Steam and see if that fixes the issue. Otherwise, a re-install should fix it.

Validating files didn't work, but I did a full reinstall and that fixed the problem, so I guess it was a problem with Steam as you thought. Thanks for the help!

How big is fresh reinstall? I have this issue, but low internet connectivity at the moment.

I can't remember exactly, but it was between 1.5 and 2Gb.
