I'm running all DLC except: Sunset Invasion, Horse Lords, Conclave. No mods.
I have so far tested this on the duchy of Cornwall in the Charlemagne and Old Gods starts.
For the first 10 years of ruling, I cannot change succession laws, nor can I change them more than once per ruler. This is standard. However, as soon as a ruler has passed the 10 year mark, I'm able to change succession laws to anything available to my culture/religion.
While playing as King Cawrdolli of Cornwall on 1 January 769, right after starting the game, I can change to Primogeniture, to Tanistry, Elective Monarchy, whatever. I cannot change to Absolute Cognatic gender laws.

The issue persists on ironman and is pretty damn frustrating.

EDIT: Upon further inspection, kingdoms do not have the same issue, as they require sufficient crown authority in addition to the administration level.

I believe that it's always been so that Counts and Dukes have been able to change succession laws like that, so it's technically WAD. Though I agree that it'd be more interesting if they too had to enact Late Feudal. I'll talk to someone about changing it.

Whatever the intention is, you might want to fix the interface. Probably add a "(*) title is Duchy or lower rank" within the final "(*) one of these must be true". As it stands it definitely looks unintended, with an AND of (x)'s resulting in a (*).
